consultants follow a two-part RFQ/RFP selection procedure.  Here's the

US Highway 85 Corridor Urban Renewal Project
The Fountain Urban Renewal Authority (FURA), Fountain, Colorado
Submittal Deadline: August 14, 2008
Project Summary
The Fountain Urban Renewal Authority (FURA) is seeking "Statements of
Qualifications" from qualified firms interested in providing land use
planning and design services for the US Highway 85 Corridor Urban
Renewal project. The consulting services sought involve two parts: 
*	One is to develop land use design options for the I-25 Exit 128
area in a community workshop setting. The end result of the charrettes
will be 3 to 5 conceptual land use maps, presented to the public, FURA
and Fountain City Council when complete. These maps will be conceptual
in nature, however will present a realistic plan for what can be
achieved within the project area. 
*	The other service is to complete a market feasibility study of
what the market could support now or in the reasonable future at this
I-25 Exit 128 area. 
Firms can respond to one or both of the two services proposed (market
feasibility and/or land use planning). Both parts require cost estimates
for the work proposed. A budget has not yet been set. Funding for this
project is dependent on FURA funds and obligations.
