The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure. Here's the

Study of Business Assistance Programs
Bi-State Regional Commission, Rock Island, Illinois
Submittal Deadline: August 25, 2008
Bi-State Regional Commission, representing the Quad City area, is
accepting proposals from qualified consultants to examine the
feasibility of funding proposed business assistance programs. This
proposed study is part of an Economic Adjustment Strategy in response to
reorganization at Rock Island Arsenal resulting from the 2005 Base
Realignment and Closure (BRAC) decisions. A Community Economic
Adjustment Diversification Planning grant from the Office of Economic
Adjustment, Department of Defense shall fund a four-part study
examining:
* Need for entrepreneurial business assistance programs in
financial/information technology (IT) and logistics sectors,
* Existing business financing resources
* Role of public sector
* Options for funding programs, including proposed Midwest
Intellectual Properties Institute.
Specifics on response requirements can be found in the full RFP which
will be posted in the Features section of the Commission's website at

2008. Responses are due by 4:30 pm on Monday, August 25, 2008.
