The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure.  Here's the

Comprehensive Plan Update
The Town Of Munster, Indiana
Subittal Deadline: September 2, 2008 
General Project Description
The Town of Munster seeks the services of a professional planning firm
to assist with the update to the Town of Munster Comprehensive Plan. The
Comprehensive Plan needs to be revised and updated to comply with the
Indiana Planning Law. All firms with expertise in preparing such plans
are invited to submit a proposal. The deadline for submission is 4:30 pm
on September 2, 2008.
Description of Services Required 
The consultant services shall include, but not be limited to, the
following items: 
*	Lead the public participation process required by the Indiana
Planning Law. The submitted proposal shall include the consultant's
proposed methods and procedures for obtaining citizen input (e.g.
surveys, forums, visioning session, etc.) and involving the public in
general. 
*	With assistance from Town staff, compile and analyze pertinent
background information, including population, housing, employment, and
land use data. The analysis of background data shall include
descriptions of trends influencing the development and character of
Munster and conclusions that can be used to guide the goals and
recommendations. 
*	Assist the Comprehensive Plan Committee in reviewing,
evaluating, and reformulating the goals, objectives, and policies of the
current plan. These shall be heavily influenced by the public input and
background analysis. 
*	With input from the Comprehensive Plan Committee, (the Plan
Commission and Town Council), develop the required elements of the
Comprehensive Plan in accordance with IC 36-7-4-500 to 512. Each element
shall include the various items and study topics required under the
Indiana Law. 
*	Under the redevelopment element, review the town's existing
commercial areas and the northwest section (see map), and provide
recommendations regarding land use, development strategies, and changes
in regulation to encourage the accomplishment of established goals. 
*	Review the Town's housing stock to identify potential areas of
the community that may need redevelopment in the near term (10 years). 
*	Review the areas known as the Lansing Country Club and Lake
Business Center (see map) and recommend potential mixed use land plans. 
*	In addition to any other zoning implementation recommendations,
review the town's zoning map and provide recommendation regarding areas
of the town to be rezoned to comply with new planning goals. 
*	Review the town's design review related ordinances, processes,
and guidelines and recommend any changes needed to conform to the design
and community character goals, objectives and policies of the
Comprehensive Plan. 
*	Prepare and present a final Comprehensive Plan document for
recommendation by the Plan Commission and adoption by the Town Council. 
*	Provide copies of all documents and maps in hard copy and
electronic format. At least 20 printed copies of the adopted document
shall be provided. 
*	The consultant, in the preparation of a proposal, should not be
limited by the anticipated services identified, but should describe any
additional services the consultant believes are beneficial in completing
the Comprehensive Plan and associated costs for these services. 
*	Town staff will schedule, coordinate and make all necessary
arrangements for meetings conducted by the consultant during the course
of the project. The Town will provide available existing documentation,
in hard copy and electronic format when available, to the consultant and
will make staff time available as needed. 
Proposal Requirements
Consultants should submit five bound copies of the proposal and one
unbound, reproducible original. Packages containing the proposal and any
related materials should be sealed and clearly marked on the outside in
the following manner: "PROPOSAL FOR THE TOWN OF MUNSTER COMPREHENSIVE
PLAN UPDATE"
The proposal should be mailed or delivered to:

These materials must be received by the Munster Town Manager's Office by
4:30 p.m. on September 2, 2008. Any proposals or related materials which
are received after the date and time stated above will be returned
unopened. Proposals can be amended before the due date and time by
filing an amended proposal. An amended proposal must be a complete
proposal and replace the original proposal. There is no specified format
for submitting a proposal. The proposal shall be signed by the
consultant's authorized agent.
*	Consultant's name, address, phone number, and fax number, along
with the name of a contact person if different than the firm's name or
signature on the proposal. 
*	The proposed work plan and approach to be undertaken for
updating the Comprehensive Plan. The work plan should describe any
modifications or expansion of the scope of services. The work plan
should identify the "deliverable" end product(s). (Note: the consultant
may include ideas beyond those outlined in this RFP). 
*	The consultant's proposed approach to public participation. 
*	Summary of the consultant's experience and technical skills
relating to preparation of a Comprehensive Plan. 
*	Anticipated timeline for completing the update to the
Comprehensive Plan, including start date. 
*	Examples of planning work performed for other municipalities,
including completion dates and contact information for the municipality.
Indicate the type, scope, and duration of the work done for each client.

*	Resume and/or background of the personnel to be assigned to the
project. 
*	Proposed budget based upon the scope of work. 
*	Fee schedule for personnel involved with the project. 
*	One copy of your firm's typical professional services agreement
or contract.
