consultants follow a two-part RFQ/RFP selection procedure.  Here's the

Comprehensive Land Use Plan and Land Development Code
The City of Hickory, North Carolina
Submittal Deadline: June 13, 2008
Purpose 
The City of Hickory, population 40,000, is currently searching for a
consultant to assist in development of a citywide land use plan and Land
Development Code. Historically, Hickory has flourished as a
manufacturing center for furniture, textiles and fiber optics.
Currently, Hickory serves as the hub of a four county region located in
western North Carolina. Much of the non-residential development
experienced by Hickory since 2000 has centered on a service based
economy, rather than manufacturing. This development has focused largely
on regional medical facilities, shopping, dining, etc.
The current Comprehensive Land Use Plan and Land Development Code were
adopted in 1999. Since this time, major economic changes have occurred
within the city, and as such a systematic review of the current
Comprehensive Land Use Plan and Land Development Code are desired to
ensure the city experiences quality and well though-out future growth.
Submittal Deadline 
Ten copies of the proposal should be submitted no later than 5:00 pm on
June 13, 2008. Those proposals received after such date will not be
considered.

Qualifications
Those submitting proposals should specialize in city/urban land use
planning, and have qualified staff to develop the plan and code.
Contract 
Selected consultant will be required to enter into a written contract
with the City of Hickory.
Project Scope
The selected consultant is expected to assist with the development of a
land use plan and land development code for the City of Hickory and its
extra-territorial jurisdictional area (ETJ). This land use plan should
consider all aspects of growth pressures including land use,
infrastructure, transportation/traffic, school capacity, and
environmental areas. Goals and objectives should be identified to assist
the City in its land use planning decisions over the next 20 years.
The City of Hickory is seeking a consultant who can demonstrate the
ability to work with City officials, the public and other stakeholder
groups to conceive a plan which builds on the successes of its current
plan, while developing new goals and strategies to address future
growth.
The selected consultant will need to be able to utilize City staff's
resources to help minimize the overall costs of the comprehensive plan
and land development code.
Additionally, the City of Hickory currently has some stand-alone
neighborhood plans and policies in place related to urban planning. The
selected consultant will review the current neighborhoods plans and
incorporate, where possible, those into the overall plan.
Submittal Requirements 
Please submit ten copies of the proposal by 5:00 pm on June 13, 2008.
The proposal should take into consideration the following items:
*	A brief description of why the consultant would like to assist
the City of Hickory with this project; 
*	A brief description of how the consultant would meet the
criteria mentioned in the scope; 
*	Amount of time necessary to complete an analysis; 
*	A description of past experience related to land use planning
projects, preferably city / urban related projects; 
*	Resumes of staff members responsible for developing the plan;
and 
*	Three examples of previously developed Land Use Plans.
