consultants follow a two-part RFQ/RFP selection procedure. Here's the

Comprehensive Plan
The City of Carlisle, Iowa
Submittal Deadline: July 11, 2008
The City of Carlisle, Iowa is requesting proposals from a qualified
consulting firm or group of consulting firms for planning services to
prepare a Comprehensive Plan for the City of Carlisle.
Carlisle has experienced moderate growth since 2001 and has grown from a
population of 3,497 in 2001 to an estimated 3,601 in 2006. It has an
estimated area of approximately 3,068 land acres and has historically
been affected by growth trends in the Des Moines Metropolitan Area. The
location and direction of growth and employment in the Des Moines
Metropolitan Area is anticipated to affect Carlisle's future growth and
land use needs. Forecasts by the Des Moines area Metropolitan Planning
Organization (MPO) project substantial growth for Carlisle in future
decades. The City desires its future growth to be balanced and
sustainable and desires to recognize the connection between sustainable
development and excellent quality of life.
Changes that have occurred in and around Carlisle since the 2001 Master
Plan was completed, and the desire of the City to have a well planned,
sustainable community that reflects common goals and objectives, has
caused the City to pursue a Comprehensive Plan.
Some of the common goals and objectives proposed for the City of
Carlisle are as follows:
* Provide residents and visitors with maximum opportunities for a
healthy lifestyle.
* Provide residents and visitors with a strong sense of place in
the natural and built environments.
* Provide residents and visitors with a strong sense of community
in the social and spiritual environments.
* Broaden the tax base and create employment opportunities by
expanding industry, business and retail.
* Maintain and improve municipal services and infrastructure,
including all modes of convenient and efficient transportation.
* Improve Carlisle's image by enhancing the aesthetics and
function of the downtown and strengthening city beautification efforts.
* Achieve balanced, sustainable growth that integrates all
elements of the community and achieves economic and ethnic diversity.
* Protect and enhance the natural environment.
* Conserve as much energy as possible.
* Collaborate with the Carlisle Community Schools and other
agencies to provide maximum opportunities for lifelong learning and
education.
The Comprehensive Plan Report
The Comprehensive Plan Report shall contain products of each task of the
project including reports, recommendations, graphics, schematic designs
and maps. The Comprehensive Plan Report shall be developed in such a
fashion as to be readable to citizens, understandable, reasonable, and
precise enough to translate into enforceable policy. The Future
Development Land Use Plan shall depict land uses, which shall be
consistent with existing and any new zoning districts. The final
Comprehensive Plan Report shall contain maps and schematic plans
depicting the following information for the areas adjoining and outside
the urbanized areas of the City and within urban service areas studied
for future expansion:
* Existing Land Use
* Future Development Land Use Plan
* Existing Zoning
* Proposed Zoning
* Major Streets and Multi-modal Transportation Facilities Plan
* Neighborhood Sub-Area Traffic Plans
* Water Distribution
* Sanitary Sewer Facilities
* Electric Service Area
* Telecommunications
* Parks, Trails and Green Infrastructure (Including schematic
design of proposed parks and trails)
* Growth Staging and Annexation Plan
Requirements of proposal/qualifications submission
* General Qualifications
* Firm name, address, and telephone number.
* Firm or personnel history.
* Types of services the firm is qualified to perform.
* Names of principals.
* Names of key project personnel, with experience and length of
service of each with firm.
* Experience relative to the tasks presented in the Request for
Proposals/Qualifications.
* Specific Project Information
* Description of the approach and process to be used in completing
the project.
* Information communicating the Consultant's understanding and
concept of the project.
* Identification of the work to be completed respectively by the
Consultant(s) and local staff in completing the proposed Scope of Work.
* Proposed citizen participation processes.
* Identification of project team and organization of work effort.
* Proposed schedule of project start and completion.
* City requires that 50 copies of the completed Comprehensive Plan
report be delivered to City Hall.
* Provide fee for project, including fees on a per task basis and
total fee.
Selection process
The City will use the following criteria in evaluating proposals:
* Responsiveness of the proposal to the proposed scope of work.
* Professional and technical ability of the firm and project
staff.
* Relevant experience.
* Approach and understanding of the project and its processes.
* Fee for project

Twenty-five (25) copies of the Carlisle Comprehensive Plan
proposal/qualifications must be submitted to the City Administrator's
office at the above address by 5:00 P.M., July 11, 2008. A City Council
selection committee will evaluate the proposals/qualifications and, at
its discretion, the City Council selection committee may conduct
interviews with qualifying firms on August 4, 2008 beginning at 6:30
P.M.
