consultants follow a two-part RFQ/RFP selection procedure.  Here's the

Submittal Deadline: July 11, 2008
Description of the Project
Big Sky Economic Development Authority, Billings, Montana requests
proposals for Master Planning Consulting Services, to develop a Master
Plan for the Revitalization of the East Billings Urban Renewal District
in Billings, Montana. It is the desire of Big Sky EDA to work toward
completion of this Master Plan by July of 2009.

Proposal submittals are due at Big Sky EDA, 222 North 32nd, Suite 200,
Billings, MT 59101, by 5:00 p.m. MDT on July 11, 2008.
