The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure.  Here's the

General Plan - Housing Element Update
The City of Antioch, California
Submittal Deadline: July 8, 2008
The City of Antioch Community Development Department requests proposals
from qualified consultants for preparation of a comprehensive update to
the Housing Element (of the General Plan) for the City of Antioch and
its associated environmental document. It is anticipated that one firm,
or a team of qualified firms, would be selected to perform all tasks
related to the Update and environmental document, including preparing
necessary technical studies, conducting public outreach, producing plan
text and illustrations, preparing the associated environmental document,
and coordinating review by the public and interested agencies.
The Update process and environmental document will require technical
knowledge in a number of areas that are beyond the expertise and/or
capacity of City staff to absorb into their existing workload, including
topics such as site selection for example. Staff from the Community
Development Department, along with staff from the Office of the City
Manager will work along side with the consultants in this effort.
The selected consultant will also be expected to assist staff with
public involvement and outreach, including working with appropriate
community groups, local agencies, the Planning Commission, and the City
Council. The City is excited about the upcoming process and looks
forward to a positive working relationship with the selected firm(s).
Proposals must contain an estimated time schedule of actions covering
the entire process for updating the Housing Element and preparing the
environmental documentation, including public outreach sessions, review
periods and noticing periods. Each action item must identify the
applicable document, its action dates and responsible parties. The
Planning Commission meets on the first and third Wednesdays of each
month. The City Council generally meets the second and fourth Tuesdays
of each month. While many factors exist that may result in modifications
to the overall schedule, the City anticipates the following schedule:
June 16, 2008		Issuance of Request for Proposals (RFP)	
July 8, 2008		Deadline for submittal of Proposals	
July 15, 2008		Finalists Selected for Interviews	
Week of July 21, 2008		Interview Panel (exact date to be
determined)	
August 12, 2008		Contract awarded by City Council	
The above schedule is very preliminary and the City encourages
consultants to comment and provide proposed modifications in their
proposal. The City is targeting the January 2009 for release of the
draft documents and June 2009 for final adoption.
Posted to the City's web site (www.ci.antioch.ca.us) is a significant
amount of background information, including:

*	Zoning Ordinance 
Consultants are encouraged to consult the web site for information
instead of requesting printed copies of documents.
Five (5) copies of the Statement of Qualification must be submitted no
later than 12:00 p.m. PST on July 8, 2008 to:
