The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure. Here's the
link to read a description of such a two-part process in PAS Report 443,

and Project Management, by Eric Damian Kelly, FAICP.

Comprehensive Plan Update
The City of Marion, Iowa
Submittal Deadline: July 3, 3008
The City of Marion, Iowa is soliciting services of a qualified
consultant team with considerable experience in the areas of citizen
involvement/participation, visioning planning and sustainable community
design to assist in the update of the 1998 City Comprehensive Plan and
provide recommendations for integrating the approved plan policies in
the City development process.
The City has experienced 17% population growth in the last 6 years,
growing from 26,400 in 2000 to 31,084 in 2006. With this kind of growth
the City needs a new vision tided to a revised comprehensive plan. The
intent of the plan revision is to more closely define growth boundaries
and provide appropriate polices designed to address issues related to
housing, transportation, economic development , parks and recreation,
infrastructure, natural and historic resource protection, urban design,
population dynamics, sustainability, land use and quality of life. In
order to properly achieve plan goals the City will need recommendations
for integrating the approved plan policies into the City subdivision and
zoning regulations and development process. It is anticipated that the
end product will be presented in both hard copy and as a web-based
application able to be directly integrated in the City Website.
Complete RFQ and supportive documents are available at the City of
Marion, Planning Department website: www.cityofmarion.org/planning
Proposal responses are due at 5:00PM, Thursday, July 3, 2008. Please
