consultants follow a two-part RFQ/RFP selection procedure.  Here's the

Downtown Joliet and Central Area Plan
The City of Joliet, Illinois
Submittal Deadline: August 1, 2008
Project Overview
The City of Joliet, Illinois, in conjunction with the County of Will,
Illinois, and the Joliet City Center Partnership, is soliciting
proposals from qualified consulting firms to provide professional
planning services for the preparation of an update to the Joliet City
Center Plan ("Downtown Plan").
There are three objectives for this project:
*	Develop an implementation strategy for the Joliet Civic District
development concept prepared by the City of Joliet and the Joliet City
Center Partnership. 
*	Develop a comprehensive development plan for Downtown Joliet
that guides and encourages future downtown growth. 
*	Develop a successful economic and financial strategy that will
encourage the desired development. 
The project is intended to create a vibrant and revitalized downtown
core for Joliet with a planning structure designed to guide development
of public facilities, attract residential and commercial investment, and
outline specific, economically feasible strategies to achieve this
within a stipulated timeframe. The project will propose revisions to
existing policies and propose new ones. It will:
*	Utilize and maintain an active public participatory process.
This process is critical to the success of this project. 
*	Identify new, mixed-use residential and commercial development
opportunities and standards. 
*	Integrate and fully utilize existing Downtown Joliet assets,
such as the Will County Courthouse and administrative offices, Rialto
Theater, Silver Cross Field, Harrah's Casino, Joliet Junior College and
Downtown Joliet's desirable riverfront location. 
*	Define implementation strategies including an economic and
financial framework that will encourage and support Joliet City Center
development. 
The project will require an inclusive public process that considers
input from downtown property owners and businesses, adjacent
neighborhoods, city residents as a whole, as well as the needs of
specific downtown user groups. A Project Management Group comprised of
members from the City of Joliet, the County of Will and the Joliet City
Center Partnership will oversee the planning process.
Submissions
Fifteen (15) copies and an unbound master of the proposal must be
received by the City of Joliet Office of the City Clerk prior to 4:30pm
on Friday, August 1, 2008. All copies of the proposals must be under
sealed cover and plainly marked. Proposals shall be delivered or mailed
