Request for Proposals - Consultant Services
Planning and Zoning Code Update
The City of Livermore, California
Submittal Deadline: March 24, 2008
The City of Livermore, California is requesting qualifications from
qualified and experienced individuals or firms wishing to be considered
for services related to reviewing and rewriting the City's Zoning Code.
Although it has been amended periodically, the City Zoning Ordinance has
not had a comprehensive update since it's inception in the 1960's. The
project will result in the creation of a hybrid zoning code, meant to
significantly amend the present Livermore Planning and Zoning Code. The
code will be a hybrid in that it will incorporate principles and
philosophies of the Smart Code and Form-Based Code models. The new code
will also be a Unified Development Code in that it will integrate the
Subdivision Ordinance, the City's new green building ordinance and
selected public improvement standards (primarily related to streets,
sidewalks, and bike paths), and other various standards relevant to
development, into a single, internally consistent, easy to use
(illustrative) document. The new code will encompass the following
tasks: 1) create new Form-Based Code standards, 2) modify and clarify
existing standards, and, 3) leave intent and standards in-tact but
reorganize and illustrate into a more readable, user-friendly format.
A complete RFP may be requested by emailing the project manager,
Christine Rodrigues, at cnrodrigues at ci.livermore.ca.us
<mailto:cnrodrigues at ci.livermore.ca.us> .
Proposals must be received by 5:00 PM on Monday, March 24, 2008.
Proposals received later than the above referenced time will not be
considered.
