Planning and Redevelopment Issues
The City of Mission Hills, Kansas
Submittal Deadline: April 1, 2008
The City of Mission Hills is requesting proposals for gathering input
from the community on the planning and redevelopment issues that
currently face the City and identifying alternative actions based on the
citizen input and direction from the City Council. The planning and
redevelopment issues would need to be identified, but they are likely to
include: the impact of the number of tear downs in the City, identifying
the important components of the City's "character" that residents wish
to see preserved, the need for variations in different districts'
guidelines, and much more.
Community Information
Mission Hills, first conceived in the early 1900s by developer J.C.
Nichols, was designed as the archetype of the City Beautiful Movement
and is America's first and foremost garden community. A suburb of
metropolitan Kansas City, Mission Hills comprises approximately 3,500
residents, 1,318 residential homes and 2.1 square miles of wooded hills,
winding streams and magnificent landscaped gardens.
The City has a unique planning process that includes the Architectural
Review Board (ARB). The ARB is responsible for reviewing all exterior
structural projects. Each proposal is reviewed by the ARB ensuring
adherence to the City's zoning ordinance and the architectural and
aesthetic standards within the City.
Due to the aging housing stock, in recent years the number of houses
torn down for complete rebuild has increased dramatically. In many
cases, the new homes being built have a larger footprint than the
original home and are of a different architectural style. For instance,
in the 1980s the number of homes torn down and rebuilt was less than 5
during the entire decade. In 2006 and 2007, the number of homes being
torn down has grown exponentially. There are currently 17 lots where
homes have been torn down and are in the midst of the ARB process or are
in the process of being built. If we continue at this rate, 1% of the
housing stock in Mission Hills will be replaced each year. In addition
to the number of teardowns, there are also a significant number of
substantial remodels which are increasing impervious surfaces and
significantly increasing the footprint on an existing lot.
Selection Criteria
Submitted proposals will be evaluated based on the following criteria:
* Qualifications/experience of the consultant firm/team, key
personnel, and the personnel who will be working directly on the
project;
* Understanding the issues facing the City;
* Plan for gathering information (approach to the project);
* Record of past performance on similar projects/reference checks;
* Demonstrated ability to work with professional staff, boards and
commissions and the general public;
* Demonstrated ability to complete tasks on time (estimated
completion date of Fall 2008); and
* Costs.
Required Submittal Information
In addition to your formal proposal, please include the following
information in your submittal:
* Statement of Qualifications - A statement of the firm's
experience/qualifications relevant to the proposed project.
* Project List - List of similar projects, with a brief
description, completed by firm.
* References - Names and telephone numbers of persons whom the
City can call for references regarding the firm's past performance,
preferably on similar projects.
Proposal Submittal Deadline
All firms interested in submitting formal proposals for the project must
submit one (1) CD and three (3) paper copies of all required information
no later than 4:30 p.m. on Tuesday, April 1, 2008 to City of Mission
Hills, ATTN: Planning RFP, 6300 State Line Road, Mission Hills, KS
