Request for Proposals - Consultant Services

Research, Project Development, Coordination and Management Services
The Over-the-Rhine (OTR) Foundation, Cincinnati, Ohio
Submittal Dealine: March 31, 2008

Project Overview 
The Over-the-Rhine (OTR) Foundation in Cincinnati, Ohio seeks a
qualified consultant/s to submit proposals to assist the OTR Foundation
in the development and implementation of a project that will explore the
barriers and opportunities associated with environmentally sensitive
redevelopment of historic properties. The consultant/s will meet the
Secretary of the Interior's Standards and Guidelines, professional
qualification requirements, 36 CFR Part 61. Project products must meet
all relevant Secretary of the Interior's Standards and Guidelines.

The project will explore problems associated with obtaining LEED
certification and acquiring historic tax credits on the same project and
provide suggestions and solutions for overcoming these problems. It will
explore the real-world cost of green-historic development utilizing
four-to-seven historic properties in Cincinnati's Over-the-Rhine
neighborhood, a National Register Historic District and a local historic
district. OTR is one of the nation's largest urban historic districts.
Consultant/s must possess knowledge of OTR's physical character and
building stock or obtain sufficient knowledge of the neighborhood to
engage in an intensive work period between April 7, 2008 and April 25,
2008 that will include selection of project properties.

By bringing together experts from a variety of disciplines and
challenging them with realistic scenarios, this project will produce
practical information that will make green redevelopment of historic
properties easier and more feasible. The end result of the project will
be a written report, electronic and hard copy, which will include
illustrations, schematics, cost figures, and findings and
recommendations. The project will also develop a checklist that will
serve as a resource for development professionals, contractors and
property owners.

Consultant/s will primarily work directly for the OTR Foundation and
assist the Foundation with: background research and content development;
the identification of project properties and Integrative Design Team
members; agendas and schedules for work sessions; coordination and
facilitation of Integrative Design Team work sessions; and preparation
of project products. Consultant/s will serve on the Project Steering
Committee, which will convene regularly throughout the development and
implementation of the project. The Steering Committee consists of
representation from the OTR Foundation; the Niehoff Urban Studio and the
School of Architecture and the School of Planning, University of
Cincinnati; the Hamilton County Local Alliance for Nature and
Development - Historic Buildings Committee; and the City of Cincinnati.
Work will be concentrated around initial selections of teams,
properties, and key objectives, as well as one full-day work session,
one half-day review of student work, and a one-and-a-half day work
session as described more fully below.

Schedule
Submissions must be received by March 31, 2008. A project consultant
will be hired no later than April 4, 2008. Project consultant services
will be utilized from roughly April 7, 2008 through November 3, 2008.
Consultant must be able to devote a concentrated amount of time between
April 7, 2008 through April 25, 2008. Selection of target properties and
the Design Team, preparation for the initial work session and conducting
the initial work session will take place during this time period. The
schedule outlined above includes periods of intense work. The initial
month is the most critical dedication of time, but in order to comply
with the Niehoff's/ University of Cincinnati's calendar and the grant
requirements, the Consultant must also be able to dedicate the necessary
amounts of time to conduct the three work sessions during the periods
described above.

Selection Criteria 
Consultant will be selected based on timely response to the proposal,
meeting the Secretary of Interior's guidelines, degree to which the
proposal addresses all items in the scope of work and work products,
qualifications of key personnel, documented performance/experience in
historic preservation treatments of historic properties, ability to
comply with schedule as described herein, knowledge of or ability to
rapidly obtain knowledge of Cincinnati's Over-the-Rhine, and costs for
services.

Submission Requirements 
Consultant will submit four (4) hard copies of the proposal, and one (1)
copy of the proposal as a PDF on a CD. Proposal should include
understanding of the project, description of approach, overview of the
candidate's firm, qualifications of key staff to be assigned to the
project, costs to perform services, including hourly rate and
not-to-exceed costs. 

Consultant Insurance Regulations
The consultant will not commence work until they have obtained and
delivered to the OTR Foundation the certificate of insurance required
under this paragraph. All insurance carriers must be acceptable to the
OTR Foundation and the City of Cincinnati and licensed and admitted to
do business in the State of Ohio. Failure of the consultant to maintain
the required insurance shall be grounds for contract cancellation.

*	Commercial General Liability, minimum coverage one million
dollars

Proposal Bid Submission Information

*	Mark your proposal envelope OTR Green Historic Project. 
*	No faxed proposals will be accepted. 
*	This proposal is being initially circulated electronically on
March 14, 2008. Proposals must be received at the OTR Foundation, 1317
Main Street, Cincinnati, OH by 3:00 P.M., March 31, 2008. A final
contract must be agreed to by both parties by no later than April 4,
2008. (Note that the Consultant will need to be prepared to begin work
on the project almost immediately after selection to insure that the
work described above is completed in the scheduled period described
above.)
