Comprehensive General Plan Update and Environmental Impact Report
The City of Pacifica, California
Submittal Deadline: May 2, 2008
The City of Pacifica will receive proposals until 1 P.M., Friday, May 2,
2008, in the Planning & Economic Development Department, 1800 Francisco
Blvd., Pacifica, CA 94044 for providing:
CONSULTING SERVICES FOR THE PACIFICA GENERAL PLAN UPDATE AND
ENVIRONMENTAL IMPACT REPORT.
The City of Pacifica requests proposals from qualified consultants for
preparation of a comprehensive update to the General Plan and its
associated Environmental Impact Report (EIR), as well as for other
planning and technical services to support development of the General
Plan and EIR. It is anticipated that one firm, or a team of qualified
firms, will be selected to perform all tasks related to the General Plan
Update and EIR, including preparing necessary technical studies,
conducting public outreach, producing plan text and illustrations,
preparing the EIR, and coordinating review by the public and interested
agencies. The General Plan Update process will also include an update to
the Local Coastal Program Land Use Plan (LCP). References to "General
Plan" and "General Plan Update" in this RFP include the LCP and the LCP
update, unless otherwise indicated. The General Plan Update process
should bring the General Plan into compliance with all State laws and
standards, and should also address the issue of climate change.
An optional task includes revisions to the Rockaway Beach Specific Plan,
which is part of the City's Redevelopment Area. It is also anticipated
that a Green Building Ordinance or Policy, including sustainable
concepts, may arise from the General Plan Update, and that is included
as another optional task/work product. An amendment to the City's
Density Transfer Ordinance is another optional task. A key component of
the General Plan Update process will be public involvement, including
the "Community Building Exercise" as described in the RFP. Proposers
must have demonstrated expertise in the areas of citizen involvement,
public opinion surveying, and other public outreach techniques.
The Pacifica General Plan has not been comprehensively updated since its
adoption in 1980. Fairly extensive revisions were made to the Land Use
Element in 1987, the Open Space and Recreation Element was substantially
revised in 1984, the Seismic Safety and Safety Element was updated in
1983, and the Housing Element has been updated as required by State law.
The General Plan includes the seven mandated elements and four existing
optional elements.
Proposals are to be sent to Michael Crabtree - Planning Director, City
of Pacifica Planning & Economic Development Department, 1800 Francisco
Blvd, Pacifica, CA 94044, phone 650-738-7341. Proposals must be in the
format set forth in the RFP document issued by the City of Pacifica. A
copy of the RFP is available on the City's website at

The City of Pacifica reserves the right to reject any and all responses
not in compliance with all prescribed public bidding procedures and
requirements, reject for good cause any and all responses upon the
finding that it is in the public interest to do so and waive any and all
informalities.
