General Plan Housing Update
The City of Malibu, California
Submittal Deadline: May 23, 2008
The City of Malibu, California, is inviting proposals for a
comprehensive update of the City's General Plan Housing Element. The
City is seeking the services of an experienced consultant firm to
prepare the Housing Element Update for submission to the California
Department of Housing and Community Development (HCD) in accordance with
all applicable laws, regulations and statues. The Consultant shall also
be responsible for undertaking all steps necessary to prepare and
process the document in conformance with HCD guidelines, requirements
and timelines. The period for the next Housing Element update is 2008
through 2013.
Summary Scope of Work
The primary objective in updating the Malibu's Housing Element is to
achieve HCD compliance, as well as to develop a Housing Element that can
be endorsed by the community and its decision-makers. Due to the lag
time since preparation of the last Housing Element, the element will
also need to be updated to reflect current conditions in the community,
determine City's compliance with Government Code Section 65584.06, as
well as, respond to any new issues identified by the new HCD reviewer
assigned to the document. 
The tentative schedule of activities associated with this Request for
Proposal is as follows:
