Housing Assessment
City of Blue Ash, Ohio
Submittal Deadline: May 30, 2008
The City of Blue Ash is located in southwestern Ohio, 12 miles northeast
of Cincinnati. The City is 7.7 sq. mi. in area and is populated by
12,689 residents and over 2,000 businesses. Since the turn of the 21st
century, Blue Ash's residential districts have essentially been
built-out. With few new housing starts, the City Administration has
turned its attention from residential development to analysis of current
housing stock and future trends. While overall property values remain
high, much of the City's older housing stock is not meeting the needs of
today's homebuyer in terms of size and layout. Rather, this stock is
becoming more attractive to investors for rental opportunities.
The City of Blue Ash is requesting proposals from qualified planning
consultants to prepare a housing assessment including the following:
*	Summarize perceived barriers and assets 
*	Recommend various redevelopment tools available (i.e., infill,
mixed-use) 
*	Recommend various financing tools available (i.e., TIF, Tax
Credit) 
*	Recommend various regulatory and/or policy amendments,
adjustments, enhancements, etc.
