Hubble Middle School Site - Redevelopment Plan
The City of Wheaton, Illinois

Overview
The City of Wheaton, Illinois is currently seeking qualified consultants
to respond to this request for proposal for the preparation of a
redevelopment plan and solicitation of developers for the Hubble Middle
School, a 22 acre site located immediately south of the City of
Wheaton's Historic Downtown at the corner of Main Street/Naperville Road
and Roosevelt Road. The City is seeking a creative, innovative approach
to the redevelopment of the Site that will enhance the Historic
Downtown, complement the surrounding residential area, and add lasting
value to the entire community.
Background
The City of Wheaton is located approximately 30 miles west of Chicago,
Illinois, in DuPage County. Incorporated in 1859, the City is a home
rule municipality operating under the Council-Manager form of
government. The City of Wheaton offers a full range of services to its
residents. The 2000 Census population was 55,416 and the 2006 equalized
assessed valuation was $5,878,446,354.
On April 28, 2008, The Mayor and City Council directed City Staff to
send out a request for proposals for consulting services regarding the
redevelopment of the Hubble Middle School (the "Site") a 22 acre site
located immediately south of the City of Wheaton's Historic Downtown at
the corner of Main Street/Naperville Road and Roosevelt Road.
The site is becoming available due to the approval of a referendum in
February of 2008, which allowed School District 200 to begin work on a
new middle school in the City of Warrenville. The Hubble Middle School
site will be available for redevelopment in the fall of 2009.
Summary Scope of Work
The consultant ultimately selected for the project will be responsible
for the following tasks:
*	Creation of a redevelopment plan and an overall development
strategy for the project, including but not limited to the following: 
*	Preparation of a Critical Path Outline for the project,
including proposed timelines that take into account market timing and
the coordination of plans for the redevelopment of the Site. 
*	Undertaking and preparing a Market and Site Analysis, including
those areas between the Site and the Historic Downtown. 
*	Defining issues regarding the character of the project. As part
of this task, the consultant will be expected to seek out and stimulate
community comment and involvement. In addition, the consultant will
assist City staff in presenting the plans to residents, the City
Council, other governmental bodies, and other Boards and Commissions as
may be necessary. 
*	Identifying issues that may impede development of the site
(stormwater, floodplain, traffic, soils, infrastructure, etc.) and
determine how those issues will be addressed. 
*	Analyze the economic feasibility of the project (pro forma
financial analysis of project). 
*	Develop and prepare (a) a RFQ and/or RFP for a
Purchaser/Developer of the Site, and (b) a process for selecting the
Purchaser/Developer. 
*	Evaluate proposals from prospective Purchasers/Developers,
assist in conducting interviews, and participate and assist in the
negotiation of a term sheet and redevelopment agreement.
