Downtown Master Plan Update & Economic Strategic Plan
Center for Planning Excellence, Baton Rouge, Louisiana
Submittal Deadline: May 23, 2008
The Center for Planning Excellence (CPEX) requests qualifications from
multi-disciplinary consultant teams to create an economically-based
urban design vision and implementation plan for the next phase of
development in Downtown Baton Rouge.
This plan will recommend how new and proposed investments in downtown
can be supported and enhanced. This may include planning for specific
residential, commercial, mixed use, public space, and infrastructure
developments. This next phase should also be based on sound economic
research that considers the multiplier effects created by large-scale
public and private projects.
The goal is to produce a Downtown Master Plan and Economic Strategy that
will lead to quality job creation, increased capital flowing into the
community, decreased capital leakage, stimulation of multiplier effects,
and the expansion of public assets by:
* Providing a compelling vision for the next phase of Downtown's
revitalization that will capture and enhance the economic impacts
created by new investments.
* Identify development opportunities and linkages to the area
surrounding downtown - north, east and south (i.e. the "downtown ring")
* Utilizing the Mississippi River as an asset that can drive new
development
* Utilizing the River Center campus as an asset that can drive new
development
* Providing regulatory guidelines to encourage and/or mandate
specific uses, appropriate scale and compatible design based on the
preferences of potential residents and visitors
* Providing regulatory guidelines to encourage and/or mandate
specific uses, appropriate scale and compatible design based on expected
multiplier and supportive businesses
* Focusing on high-quality programming and design elements of the
public realm
* Identifying land assembly approaches
* Recommending appropriate development incentives - financial and
other - to encourage investments that will support, enhance, or leverage
new or proposed projects
* Introducing strategies for financing public realm improvements
and infrastructure
* Identifying market potential and recruitment strategies for
retail, commercial and residential uses
* Providing strategies for using circulation patterns created by
multiple venues and events to create additional synergy between
investments and provide a comfortable and attractive environment for
residents and visitors
* Utilizing current, accurate, and comprehensive data
* Providing a graphically attractive, highly visual, and
easy-to-use resource(s)
* Incorporating best practices with regards to urban design (25%),
transportation (25%), economic development (40%), environmental
stewardship and sustainability (10%)
* Including specific implementation measures, strategies,
timelines, action steps and resources needed to implement the plan's
action items
* Utilizing the recommendations of the original Plan Baton Rouge,
Downtown Visitors' Amenity Plan, New River District Plan and the
Riverfront Master Plan
Qualifications should be received no later than by 5:00 p.m. CST on
