Fiscal Impact Analysis Study Request for Qualifications (RFQ)
The City of Champaign, Illinois
Submittal Deadline: June 16, 2008
OVERVIEW
The City of Champaign, Illinois is soliciting qualifications from
consulting firms to provide services associated with the creation of a
Fiscal Impact Analysis Study. This study will be managed jointly between
the City's Finance and Planning Departments. Interested firms are
invited to submit their qualifications and understanding of the project
in accordance with the requirements of the RFQ. A full RFQ can be

PROJECT CONCEPT AND STATUS
The City of Champaign, population 75,254, is located in east-central
Illinois and is home of the University of Illinois. Champaign has
experienced significant physical growth through annexation and
development over the past 10-15 years and seeks better understanding on
the true costs and revenues associated with new growth on the fringe as
well as existing development. The City is currently in the process of
updating their Comprehensive Land Use Plan and intends to use the
results of the Fiscal Impact Analysis Study to help complete this plan
as well as set new policy for funding growth and development. Desired
outcomes of the study are as follows:
* An understanding of the costs incurred by the City for providing
public services and infrastructure for new development in the City's
growth area;
* An understanding of the revenues generated by the City from new
development through various taxes and fees.
* An analysis of the public expenditures and revenues for new
development based on different land uses;
* An understanding of the differences in costs and revenues for
new development based on their location in different growth areas of the
City;
* An understanding of the differences of the costs and revenues
for "infill" development versus "Greenfield" development.
* Analysis of the differences in the public costs and revenues
associated with allowing a conventional development pattern versus a
concept of concentrating development at identified "nodes" whereby the
node contains a greater mix of land uses with a more compact design and
higher densities.
* Which cost can be legally and justifiably captured from
developers, e.g. impact fees
Subsequent to receiving responses to the RFQ, the City will evaluate the
proposals and determine whether to further consider one of more of the
proposals. Short-listed firms will be contacted for further information.
