East Side Study Design Guidelines
City of Broken Arrow, Oklahoma
Submittal Deadline: June 20, 2008
Overview
The City of Broken Arrow, Oklahoma, is soliciting written proposals from
qualified firms interested in helping to provide a process of education
and facilitation with a steering committee and possibly various specific
discipline-related subcommittees that will result in an overall Master
Development Plan and location specific design criteria plans. The final
document for the East Side Study will be presented to the Broken Arrow
Planning Commission and City Council for adoption.
Project Overview
The City of Broken Arrow anticipates that the selected consulting firm
may spend approximately 30 days to analyze and study the approved East
Side Study and the geographical area of this Study and the rest of the
city. City staff will provide necessary data to the consulting firm. The
consultant will then plan the project with City staff.
The second phase of this project may involve the review of goals and
needs of the city. This may include meetings and discussions with the
Steering Committee and possibly other groups and individuals. It is
anticipated that the Steering Committee will be made up of both,
citizens and individuals with sought after areas of experience and
expertise such as law, finance, planning and marketing. The City expects
the consultant to, through a series of educational sessions, walk the
Steering Committee through the latest trends in planning for sustainable
communities so that they are able to make informed recommendations to
the Planning Commission and City Council about future development in the
study area. The process might include field observations in various
recently developed mixed use centers and should involve a highly
interactive process using graphic and photographic aids.
The City of Broken Arrow is looking for a consultant who is energetic
and enthusiastic about recent trends in sound, land use planning
techniques. The consultant must be able to articulate the rationale and
make the case for planning that includes such features as
sustainability, low impact development and new urbanism, while not
alienating those, to whom these concepts might be new.
It is anticipated that during the course of this study the consultant
shall meet periodically with the steering committee. The frequency and
scheduling of these meetings shall be determined during the project
planning phase.
The City of Broken Arrow desires to establish practical design
standards, which shall promote new mixed use land uses that emphasize
new regional and national trends, which can focus on the following:
*	new methods and trends in mixed use developments 
*	housing and residential trends 
*	cultural and recreational trends 
*	transportation and parking 
*	accessibility 
*	environmental trends
