Westside Creeks Restoration Conceptual Design Project
San Antonio River Authority, Texas
Submittal Deadline: June 27, 2008
The San Antonio River Authority (RIVER AUTORITY) is requesting that a
qualified individual designer or a design team (CONSULTANT) respond to a
Request for Proposal (RFP) to perform concept design related
professional services for portions of four creeks which are tributaries
to the San Antonio River and were previously channelized as part of the
San Antonio Channel Improvements federal flood control project. Affected
creeks include the San Pedro Creek from the confluence at the San
Antonio River to W. Quincy; Apache Creek from the confluence with San
Pedro Creek to General McMullen, Alazan Creek from the confluence with
Apache Creek to Tobin Drive; and Martinez Creek from the confluence with
Alazan Creek to Hildebrand Avenue (PROJECT).
The CONSULTANT will assemble and manage the various multi-disciplinary
resource professionals required to develop a thorough conceptual "design
vision" that could be used to guide the future Westside Creeks
restoration project(s). The CONSULTANT and their design resources must
be experienced in facilitating successful public planning efforts for
conceptual design of river and streams in an urban environment and
knowledgeable in the latest fluvial geomorphology, hydrology and
hydraulics modeling, and biology concepts for flood and erosion control.
The CONSULTANTs work will include applying the latest fluvial
geomorphology, hydrology and hydraulics modeling, and biology concepts
to the modification and remediation of the above described Project area,
including: designing improvements for the flood control channel;
providing stable banks during flooding events; insuring erosion control
for the banks and pilot channel; protecting water quality during normal
flow; creating or retaining habitat for the fish, water fowl and other
birds and wildlife in the area; and providing an operational plan for
the long term maintenance of the improved channel.
The CONSULTANTs work will also include enhancement and beautification of
the creeks, including: land use analysis; cost estimating; hiking and
bicycling path development; parks and open space; landscaping;
irrigation; lighting; and ADA compliance are other considerations. All
improvements within the riparian corridor must properly relate to the
surrounding properties and land uses, including the important historical
and cultural context of the area. Improving the experience for the
humans viewing and utilizing the Westside Creeks, in combination with
proper flood control and low maintenance are the PROJECT goals; as is a
final product that will provide information relevant to the U.S. Army
Corps of Engineers requirements for an ecosystem feasibility analysis.
The Request for Proposal document may be obtained at the main office of
the San Antonio River Authority at 100 East Guenther Street, San
Antonio, Texas 78204, and must be received at the same address no later
than Friday, June 27, 2008 at 4:30 pm. RFP documents may also be

bids/proposals area. The RFP applications will be reviewed by RIVER
AUTHORITY staff and the Westside Creeks Restoration Oversight Committee
Co-chairs. SARA reserves the right to reject any and all proposals. Any
